Heard learned counsel appearing for the parties. Order No.

Perusal of the writ petition, this Court finds the dispute involved herein is between the executives vis-à-vis the elected representatives being elected. There is apprehension with the local political representatives in not involving them even though the work involved local development and touching their constituencies. There has been allegation that even issuing correspondences to work out the project development brought through Annexure-3 bringing out the comprehensive guideline, the local representatives are not involved as there is direct correspondences with executives only. It is also brought to the notice that there is only issuing of information on projects. There is no approval of the same as of now.

Be that as it may, this Court finds petitioners herein appears to be elected representatives of different Grama Panchayats have already brought their objection at Annexure-7 pending consideration of the Collector, Nayagarh-opposite party no.2. Looking to the nature

// 2 // of grievance and as the project involve their local area, this Court finds the grievance of the petitioners should be looked into by the executives as ultimately the finance made available is to be spend in rural areas. In the process, this Court though disposes the writ petition having premature at this stage however directs the Collector, Nayagarh-opposite party no.2 to look into the request of the petitioners vide Annexure-7 also keeping in view the plea of the writ petition as well as disposal direction of this Court in W.P.(C).No.19039 of 2021 disposed of on 06.07.2021 by taking lawful decision in the involvement of the petitioners by working out at entire action least within a period of one month from the date of production of certified copy of this order by the petitioner. If project proposals are not given effect to, same may await at least for one month. 4.

The writ petition stands disposed of with the observation and direction made hereinabove.
