There is no appropriate application pending before the Competent Authority. In the circumstance, the Petitioner straightway seeking Writ of Mandamus is not permissible. This Court is not inclined to accede to the prayer made, but however, observes, if the Petitioner so advised may approach the Competent Authority for appropriate relief by way of representation.
