1. This matter is taken up by video conferencing mode.

2. There is no proof of the representation dated 2nd September, 2021 having been delivered to the Collector, Balasore (O.P.No.2) by the Petitioner. In the absence of such proof, it is not possible the Court issue directions to the Collector for disposal of such representation.

3. It would be open to the Petitioner to file a fresh representation to the concerned authority and after following it up to seek appropriate remedies in accordance with law.

4. The writ petition is accordingly disposed of.

5. As the restrictions due to resurgence of COVID-19 situation are continuing, learned counsel for the parties may
