This matter is taken up through video conferencing mode. 2.
Heard Mr. K.A. Guru, learned counsel for the petitioner and Mr. A. Das, learned counsel for the opposite parties. 3.
At the outset, on oral prayer, Mr. Guru is permitted to implead the Collector, Keonjhar as opposite party No.3 to this writ petition.
Office is directed to make consequential corrections in the cause title.

During course of hearing, Mr. Guru wants to withdraw this writ application as he wants to approach the Collector, Keonjhar (opposite party No.3) for redressal of the grievances of the petitioner in tune with the provisions of National Highways Act, 1956.

Considering the submissions made, this writ petition is disposed of as withdrawn.
