Mr. S.N. Pattnaik, learned counsel for the petitioner states that since it is an year old matter, he has no instructions in the matter. Therefore, the petitioner may be permitted to withdraw the writ petition with liberty to approach the appropriate forum in accordance with law.

In view of the above submission, the writ petition stands disposed of with liberty aforesaid.
