Heard learned counsel appearing for the parties. 2.
It is unfortunate to see that a revision petition filed in the year 2014 has not been admitted as of now. This has became a regular business of the Court every day. This Court in several disposal of this nature of case has already requested the authority concerned to look into this aspect and if necessary, create additional facility, if necessary authorizing any competent officer and or even thinking creation of dedicated authorities for their exercise of such quasi judicial power, thee is no improvement in this area. In the event there is no improvement in such situation and there is repetition of filing of such cases afterwards, this Court will be constrained to seek personal appearance of the Principal Secretary Revenue and Disaster Management to explain the bizarre situation in quasi judicial authority side, as this Court in every sitting Board gets 2 or 3 of this nature of litigation since this Court has assigned with this sort of matter continuing for a period of one year.

Coming back to the case at hand, this writ petition has been filed seeking a direction for early admission of Consolidation Revision Case No.42 of 2014 pending before the Commissioner, Land Records & Settlement, Odisha, Cuttack.

While keeping in view the above at the same time considering the submission of learned counsel for the petitioner, this Court in disposal of the writ petition directs in the event the petitioner files a memo before the competent authority for early admission of the matter within a period of seven days hence, the same shall be entertained and necessary steps shall be undertaken for admission and or disposal of the Consolidation Revision Case No.32 of 2014 within a period of six months thereafter. 5.
