Heard Mr. G. Singh, learned counsel for the petitioner and Mr. J.P. Pattnaik, learned Government Advocate appearing for the State-opposite parties.

The petitioner has filed this writ petition seeking direction to opposite party no.3 to consider his representation submitted on 15.09.2022 vide Annexure-2 for redressal of his grievances. 4.

Mr. G. Singh, learned counsel for the petitioner contended that the petitioner wants to have dropping of minerals in the river bank and, therefore, he has filed application before the authority seeking permission for the same. It is contended that the petitioner has also deposited the penalty amount of Rs.1.0 lakh, which the opposite parties are liable to refund to the petitioner. 5.

Mr. J.P. Pattnaik, learned Government Advocate appearing for the State-opposite parties contended that dropping in the river bank is not permissible. As a result thereof, destruction has been caused to free flowing of vehicles to the river bank, for which if penalty of Rs.1.0 lakh has been imposed, no illegality or irregularity has been committed by the authority.

This Court has not expressed any opinion on the contentions raised by learned counsel for the parties and, as such, this Court is not inclined to entertain this writ petition. However, liberty is granted to the petitioner to pursue his remedy before the appropriate forum in accordance with law.

With the aforesaid liberty, the writ petition stands disposed of.
