Heard Mr. Joshi, learned counsel for the petitioner and Mr. D.K.Mohanty, learned Additional Standing Counsel. 2.
According to Mr.Joshi, the petitioner, who happens to be the recorded tenant in respect of Plot No.595/1123, measuring Area Ac.0.70 decimals, Kisam:Gharabari pertaining to Khata No.161/112 of Mouza Koknara under Paikamal Tahasil in the district of Bargarh is aggrieved by forcible occupation of said land by the opposite parties for constructing the Paikamal Minor Irrigation Office without paying any compensation to the petitioner.

Though the petitioner has approached the Collector and District Magistrate, Bargarh (opposite party No.2) by filing a grievance petition dated 16.06.2020 which was sent through Registered Post on 18.6.2020 under Annexure-3, however during course of hearing, Mr.Joshi submits that liberty may be granted to the petitioner to move the opposite party No.2 for redressal of his grievances and further prays that the said
opposite party be directed to take a decision on such motion within a stipulated time period.

Considering the submissions made and without expressing any opinion on the merits of the case, this Court grants liberty to the petitioner to file a fresh representation before the opposite party No.2 within a period of two weeks along with a copy of this order by Registered Post. In the event, such a representation is received by the above noted officer, he/she is directed to take a decision on such representation in accordance with law, within a period of six months from the date of receipt of the certified copy of this order and communicate the result of such exercise to the petitioner. 5.
With the above observation and direction, the writ petition is disposed of.
