3. Learned counsel for the Petitioner submits that since the Petitioner has no locus standi to file the present Writ Petition, he wants to withdraw this Petition with liberty to file a representation before the authority.

4. In such view of the matter, this Writ Petition is disposed of as withdrawn giving liberty to the Petitioner to file representation before the appropriate authority. On such event, the authority shall dispose of the representation to be
