This matter is taken up through hybrid mode.

Mr. R.K. Bisoi, learned counsel for the petitioner contended that during pendency of the writ petition, the petitioner has been given promotion vide order dated 19.02.2019, but the petitioner claims that he should be given promotion with effect from the date when the juniors have been given promotion.

Since this petitioner claims that he should be given promotion form the date his juniors have been promoted, this writ petition stands disposed of giving liberty to the petitioner to file a fresh comprehensive representation before the authority concerned, within fifteen days hence and in case such a representation is filed, the said authority concerned shall consider the same and pass a reasoned and speaking order in accordance with law, as expeditiously as possible, preferably within a period of three months from the date of receipt of such representation along with the certified copy of this order.
