Heard learned counsel for the Parties.

This Court records the complaint of the learned counsel for the Petitioner that the competent authority even refusing to accept the request of the Petitioner by way of application for fresh preparation of record on the basis of revisional Court order at Annexure-5. 3.

For the opinion of this Court it's a different aspect, if the application involved is maintainable or not but there is no scope with the competent authority in refusing to receive the application. 4.

As a consequence, this Court entertaining the Writ Petition in disposal of the same after involving the learned State Counsel, directs Opposite Party No.2 to accept the application of the Petitioner and register the same, if submitted within a period of fifteen days hence as undertaken and do the needful in passing a lawful order in involvement of the Petitioner.
