1. 1. This matter is taken up through hybrid mode.
2. The writ petition has been registered before this Court on 05.08.2021 after the Original Application was transferred from the learned Orissa Administrative Tribunal, Cuttack Bench, Cuttack upon its abolition.
3. On perusal of the available order-sheets of the learned Tribunal, it is indicated that the O.A. was admitted by order dated 20.11.2018 directing to file counter within four weeks and rejoinder was to be filed within two weeks thereafter.
4. In the interim, the learned Tribunal observed that pendency of the O.A. shall not be a bar for the consideration of the representation of the applicant/petitioner as at Annexure-4.
The matter was not taken up/pursued thereafter. 5.
Learned counsel for the petitioner submits that long pendency of the petition has not helped the petitioner in any manner and he has no up-to-date instructions at present.

6. It is submitted that the writ petition may be disposed of granting liberty to the petitioner to seek redressal of his grievances before the authorities.
7. Learned Additional Government Advocate in response submits that any representation if made to the appropriate authority shall be considered and disposed of in accordance with law.
8. Having heard the learned counsel for the parties, the writ petition is disposed of granting liberty to the petitioner to move the authorities for redressal of his grievances by making appropriate representation enclosing copy of the earlier representation/documents sought to be relied upon by the petitioner.
9. If any such representation would be made, the authority shall do well to consider the same in accordance with law, as expeditiously as possible, preferably within a period of three months from the date of communication of the said order along with the copy of the representation.
10. The result of the consideration of the authority shall be intimated to the petitioner within two weeks.
11. The petitioner shall have the liberty to take appropriate follow up action pursuant to the decision of the authority.

12. It is clarified that this Court has not expressed any opinion regarding the merits of the case in any manner whatsoever.
