1. For the reasons stated therein, the application is allowed. The order dated 19th September, 2022 passed by this Court is modified by directing that the concerned Asst. Settlement Officer will carry out the directions of this Court and not the Tahasildar, Bhubaneswar in terms of the order of this Court dated 2nd January, 2023 in W.P.(C) No.1608 of 2014 and batch (Narottam Rath v. State of Odisha).
