Heard learned counsel for the Parties.

There is serious allegation of non-receipt of application under Section 22 of the OLR Act, 1960.

Considering the allegation to be a serious one and as this Court in number of Writ Petitions have already observed, it may be a different aspect as to the manner of disposal of such Petition but under no circumstance, the competent authority can declined to receive such application, this Court without entering into the controversy raised herein, permits the Petitioner to offer the application to Opposite Party No.3 at least within a period of seven working days hence. In such event the Sub-Collector shall do well in passing a lawful order on the same also involving the Petitioner.

The Writ Petition stands disposed of.
