3. It is pertinent to note here that the Petitioner has not followed Rule 22 of OCA, CCA 1962 before approaching this Court vide this Writ. Hence, the Petitioner is hereby directed to follow the aforementioned rule and file representation before the Appropriate Authority before taking the course of Article 226 of the Constitution of India.

4. The Appropriate Authority is hereby directed to consider the representation of the Petitioner and condone the delay if it is filed within four weeks from today.
