When the matter was last taken up on 30.09.2022, the following order was passed:- "1. This matter is taken up through hybrid mode. 2.
The writ petition has been registered before this Court on 28th January, 2022, after the Original Application was transferred from the learned Odisha Administrative Tribunal, Cuttack Bench, Cuttack upon its abolition.

On perusal of the available order sheets of the learned Tribunal, it is indicated that the matter was presented on 03.09.2018, thereafter it was listed on three occasions, lastly on 28.11.2018 and was not taken up for admission. 4.
The petitioner challenges selection process initiated in the year 2018 by the opposite parties no.2 and 3-OPSC for selection to the posts of Post Graduate Teachers under Science and Commerce Stream in Group-"B" of State Service for the Higher Secondary Schools functioning under ST & SC Development Department.

On being specifically asked that whether the matter can be entertained at the belated stage almost after four years of the selection process, learned counsel for the petitioner submits that in the similar matters concerning the self-same selection process, notices were issued by the
// 2 // learned Tribunal in O.A. No.2275(C)/2018 by order dated 23.08.2018.

Learned Addl. Govt. Advocate in response submits that as the matter has been kept pending without being considered for admission by the learned Tribunal, nothing would survive for adjudication at present.

Issue notice on admission keeping the question of preliminary objection as raised by the learned Addl. Govt. Advocate, open.

Learned Addl. Govt. Advocate appears and waives of notice on behalf of opposite party no.1. 9.
Notice to opposite parties no.2, 4 and 5 by Registered Post with A.D., requisites for which be filed within seven working days.
10. Further notice to opposite parties no.3 and 6 is not necessary.
11. Copy of the order dated 23.08.2018 in OA No.2275 (C)/2018 is served on the learned Addl. Govt. Advocate and shall be kept on record.
12. List on 22nd November, 2022. Response of the opposite parties shall be filed by the next date."

Learned counsel for the petitioner files a memorandum today in Court indicating that the petitioner seeks leave to withdraw the writ petition, which is taken on record.
