Since the lease period i.e. 2014-15 has already expired and the Petitioner claims for refund of additional 25% Bid amount, i.e., Rs.10,53,026/-, which was deposited before the State Environment Management Fund Trust, Bhubaneswar, it is open to him to pursue his remedy before the appropriate forum in terms of the agreement/DTCN, which is applicable to him. 4.
