1. This matter is taken up through hybrid arrangement.

2. Heard.

3. The Petitioner, in this Writ Petition, challenges the arbitrary action of the Opposite Party No.4/ Principalcum- Secretary, Raghunathjew Junior College, Deulasahi, in the district of Cuttack who disengaged him from the post of Lecturer without issuing prior notice and appointed another candidate i.e. Opposite Party No.5 against the said post on contractual basis.

Learned counsel for the State submits that the Petitioner was appointed as Lecturer on contractual basis vide Office Order No.141/19 dated 28.06.2019 issued by the Opposite Party No.4/ Principal-cum- Secretary, Raghunathjew Junior College, Deulasahi, in the district of Cuttack. In the condition clause-1 of the said office order it has been mentioned as follows:

"1. The appointment is purely on ad hoc/ contract basis for 01 year from 01.07.2019 to 30.04.2020 however depending on the requirement of the institution this contract can be terminated at any time without assigning any reason thereof."

5. At this juncture, learned counsel for the Petitioner submits that the Petitioner has approached to the Opposite Party No.2/ Collector, Cuttack by way of a grievance petition and the said petition is still pending before the Opposite Party No.2/ Collector, Cuttack.

However, since the Opposite Party No.2/ Collector, Cuttack has no way connected with the institution, the Petitioner to approach the President of the Governing Body of the College in question by filing a representation within a period of fifteen days from today. On such event, the President of the Governing Body of the College

// 3 // in question shall consider the representation to be filed by the Petitioner in accordance with law.

7. Accordingly, this Writ Petition is disposed of.

8. Urgent certified copy of this order be granted on proper application.
