None appears for the petitioner at the time of call. Heard Mr. R.C. Patnaik, learned Standing Counsel for School & Mass Education Department. Perused the record.

The petitioner has filed this writ petition to quash the communication dated 21.07.2018 under Annexure-3 and to direct the opposite parties to consider the case of the petitioner for his appointment/engagement as Sikhya Sahayak/Education Volunteer Instructor as has been given to similarly situated persons. 4.

Mr. R.C. Patnaik, learned Standing Counsel for School & Mass Education Department contended that to engage the disengaged Education Volunteers of erstwhile EGS Centre as Gana Shikhyaks in Sambalpur District, a District level selection Committee was formed. The formation of District Level Selection Committee was duly approved by the Collector-Cum-Chairman on 21.05.2008 The District level Committee consisted of the DIS, DWO, District Employment Officer, Concerned Chairman of

Panchyat Samiti, Concerned ZP member, Concerned BRCC, District Project Coordinator and above all headed by CollectorCum-Chairman. The DPC invited fresh application for the post of Gana Shikhyaks from disengaged EVS who were supposed to claim their candidature in Sambalpur district through BRCC concerned vide letter dated 03.04.2008. The detailed list of disengaged EVs who had applied for the post of was published in different head offices like Collectoriate, DRDA office DI Office, Block Office etc on 02.06.2008 for wide publication and inviting objection if any before 11.06.2008 to the Dist Level Selection Committee for final approval.

Accordingly Tikeswar Sahoo, Jagdish Mirdha, Shradhanjali Panda, Kanak Majhi have been engaged against Burodihi, Gourpada, Kanibandhali EGS Centre & not against any single centre. Since they had applied through proper procedure to be engaged as GS in Rengali Block of Sambalpur District, after due scrutiny & approval of District level committee, they had been engaged as GS in different schools. But the petitioner's application was rejected the petitioner didn't follow the procedure & failed to submit necessary document and information as required. 5.

In view of the above, the writ petition merits no consideration and the same stands dismissed.
