This matter is taken up through Hybrid Arrangement (Virtual /Physical Mode).

Heard learned counsel for the Petitioner as well as learned Additional Government Advocate appearing for the State-Opposite Parties.

This writ petition has been filed by the Petitioner claiming compensation on the ground that he was although sent for training, but he was not given appointment as Para Medical Worker (PMM), as has been indicated in the Circular dated 30.09.1986 of the Directorate of Health Service of Odisha under Annexure-1. 4.

Being aggrieved the conduct of the Opposite Parties, the Petitioner has approached this Court claiming compensation. 5.

However, compensation is a matter which involves determination of many factual aspects. Therefore, while exercising the writ jurisdiction, this Court is unable to assess that. Therefore, the Petitioner should have approached the competent forum. 6.

In such view of the matter, this writ petition is disposed of

// 2 // granting liberty to the Petitioner to approach the competent forum claiming such compensation.
