This matter is taken up through hybrid mode.

Mr. J.P. Pattnaik, learned Government Advocate, on having received instructions, stated that fresh auction will be held within one month, in which the Petitioner and the Opposite Parties will be given opportunity to participate in the proceeding itself. 3.

Mr. S. Mishra, learned Counsel for the Petitioner contended that there are certain private Opposite Parties, who do not even possess the license, were also permitted to participate in the proceeding, which is prejudical to interest of the Petitioner. If that be so, it is open to the Petitioner to make such objection at the time of submission of bid before the Authority. 4.

With the aforesaid observation, the Writ Petition stands disposed of, in view of the submission made by learned Govt. Advocate.
