The Petitioner's representation dated 1st September, 2022(Annexure-5) shall be examined by the Collector, Balasore (Opposite Party No.2) and after issuing notice to the Petitioner as well as the Opposite Party No.4 and giving them a hearing, the Collector, Balasore (Opposite Party No.2) shall pass a reasoned order thereon not later than 3rd April, 2023 and copy of such order shall be made available to the parties within a week thereafter. The Court clarifies that it has not expressed any view in the matter

2. The writ petition is disposed of in the above terms.
