This matter is taken up through Hybrid Arrangement (Virtual /Physical Mode).

Heard learned counsel for the Petitioner and learned Additional Government Advocate.

The Petitioner has filed this writ petition with the following prayer :
"Therefore, it is prayed that this Hon'ble Court may admit this writ petition, issue notice to the Opp.Parties for sow cause as to why the direction will not be issued for providing upgraded financial benefits as per the Resolution of the Finance Department regarding RACPs to the Petitioner. This Hon'ble Court be pleased to make the Rule absolute if the Opp.Paties fail to submit sufficient cause or show insufficient cause. This Hon'ble Court may hear the matter from the parties and direct the Opp.parties for providing upgrading financial benefits as per the RACP Schemes to the Petitioner merging with the monthly pension of the Petitioner within a stipulated time for the interest of justice and equity.
This Hon'ble Court be further pleased to direct any other direction(s) to pass any other appropriate order(s) or issue any other writ(s) as this Hon'ble Court

In course of hearing, learned counsel for the Petitioner submits that the Petitioner may be given liberty to file a fresh representation ventilating his grievance before the Regional Chief Conservator of Forests, Rourkela Circle, Rourkela Opposite Party No.3 which may be considered within a stipulated period of time in accordance with law.

Learned counsel for the State on the other hand submits that he has no objection if liberty is granted to the Petitioner to file a fresh representation before the Opposite Party No.3 and the same is considered and disposed of in accordance with law. 6.
In view of the aforesaid limited nature of grievance of the petitioner, this Court disposes of the writ petition granting liberty to the Petitioner to file a fresh representation before the Regional Chief Conservator of Forests, Rourkela circle, Rourkela-Opposite Party No.3 ventilating his grievance within a period of two weeks. If such a representation is filed within the time stipulated, the same shall be considered and disposed of by the said Opposite Party No.3 in accordance with law within a period of two months thereafter and the decision so taken on the representation of the petitioner shall be communicated within two weeks thereafter.

With the aforesaid observation the writ application stands disposed of.
Urgent certified copy of this order be granted on proper application.
