Heard Mr.B.Lenka, learned counsel for the petitioner and Mr.S.S.Kanungo, learned Addl. Government Advocate. 3.
According to Mr.Lenka the petitioner is aggrieved by inaction of the authorities in releasing the compensation amount with regard to valuation of standing trees on the land which was acquired by the Government. He further submits that though revised estimate has been submitted to Director (R&R) & Ex-Officio, Additional Secretary to Government Department of Water Resources (opposite party No.3) by the Collector & District Magistrate, Jajpur vide letter dated 12.7.2019 under Annexure-3 with a request to sanction the same but till date no decision has been taken on the same.

During course of hearing, Mr. Lenka submits that liberty may be granted to the petitioner to file a grievance
// 2 // petition before the Director (R &R) and Ex-Officio Addl. Secretary to Government of Odisha, Department of Water Resources (opposite party No.2) and the said opposite party be directed to take a decision on such motion at an early date.

Considering the submissions made and without expressing any opinion on the merits of the case, this Court grants liberty to the petitioner to file a comprehensive grievance petition before opposite party No.3 through registered post within a period of two weeks from today. In the event, such a grievance petition is filed along with a copy of this order, the opposite party No.3 would do well to take a decision on the same in accordance with law within a period of three months from the date of receipt of such grievance petition and communicate the result of such exercise to the petitioner.

Accordingly the writ petition is disposed of. 7.
As the restrictions due to resurgence of COVID-19 situation are continuing, learned counsel for the parties may utilize a printout of the order available in the High Court's website, at par with certified copy, subject to attestation by the concerned advocate, in the manner prescribed vide Court's Notice No. 4587, dated 25th march, 2020, modified by Notice No. 4798, dated 15th April, 2021, and Court's Office Order circulated vide memo Nos. 514 and 515 dated 7th January, 2022.
