1. This matter is taken up through virtual/physical mode.

2. This intra-court appeal is directed against the order dated 27.09.2021 passed by the learned Single Judge, whereby the writ petition filed by the petitioner has been dismissed.

3. Learned counsel for the appellant heard at length.

4. In brief the admitted facts are that the petitioner claims to be qualified in the I.T.I. Fitter Trade and had undertaken training in a private Company-GA DANIELI INDIA LTD, Kolkata (which has tied up with the Ministry of Defence) for the period from 2nd May 2000 to 31st May 2002. It is claimed that the said training was undertaken with the expectation of absorption in any of

// 2 // the Metal and Steel Factory operated under the Ministry of Defence, Government of India. The petitioner based on such training undertaken 20 years back filed a writ petition in the year 2021 seeking a mandamus for appointment to the post of Trade Fitter in the Metal and Steel Factory, At-Ishapure Nawabganj, District-24 Pargana (North), West Bengal.

5. After hearing the learned counsel for the appellant and perusing the record, we find that the claim of the appellant to be totally misconceived apart from suffering from the vice of culpable delay and laches; as also lacking the territorial jurisdiction.

6. In view of the above, there is no ground to interfere with in Writ Appeal and accordingly the same is dismissed.
