1. 1. This matter is taken up through hybrid mode.
2. The writ petition has been registered before this Court on 27.08.2021, after the Original Application was transferred from the learned Odisha Administrative Tribunal, Bhubaneswar upon its abolition.
3. On perusal of the available order-sheets of the leaned Tribunal, it is indicated that notices were issued by the learned Tribunal on 08.10.2015 and the matter was never taken up/pursued thereafter.
4. The Original Application was filed in the year 2015 by the petitioner, who was working as VLW in Tureikela Block under Bolangir District for a direction to the authority to release the salary of the applicant w.e.f. 13.07.2010 and to fix the pay appropriately after fixing his pay on sanction of annual periodical increments w.e.f.
01.01.2011 and onwards with all arrear financial benefits within a time to be stipulated.
5. Learned counsel for the petitioner fairly submits that the petitioner is not in touch as the matter is old one, he has no up-to-date instruction.

6. It is submitted that in the interest of justice, the opposite parties may be directed to dispose of the representation of the petitioner annexed to the writ petition marked as Annexure-2 series, if still pending.
7. Learned Additional Standing Counsel in response submits that since those representations were filed in 2014, it would be difficult to obtain instructions on the same. However, if the petitioner files any further representation, the same shall be considered in accordance with law and dispose of by the authority in due time.

Having heard the learned counsel for the parties, the writ petition is disposed of with the following directions: The petitioner, if so advised, shall file representation afresh enclosing copy of his earlier representations for redressal of his grievances before the appropriate authority along with documents sought to be relied upon by the petitioner. The authority shall do well to consider the representation of the petitioner in accordance with law, as expeditiously as possible, preferably within a period of four moths from the date of communication of the certified copy of this order and considering the fact that the matter since pending 2015.
9. The order that would be passed by the authority shall be communicated to the petitioner within two weeks.
10. It is clarified that this Court has not expressed any opinion on the merits of the case, in any manner whatsoever.

11. The name of Mr. S.N. Patnaik, learned counsel for the petitioner be deleted from the cause list as well as the case brief after he has joined as Additional Government Advocate for the State before this Court.
Urgent certified copy of this order be granted on proper application.
