1. The Petitioners' representation (Annexure-3 series) shall be considered by the Secretary, G.A. Department, Govt. of Odisha (Opposite Party No.2) and after issuing notice to the Petitioner including the Secretary, School & Mass Education Department (Opposite Party No.1), Commissioner, Bhubaneswar Municipal Corporation (Opposite Party No.3) and the Secretary, Bhubaneswar Development Authority (Opposite Party No.5) and giving them a hearing, a reasoned decision shall be rendered in writing within a period of three months thereafter and copy of such decision shall be made available to the parties within a week thereafter. The Court clarifies that it has not expressed any view in the matter.

2. The writ petition is disposed of in the above terms.
