Heard learned counsel for the Parties.

Mr.Panda, learned Additional Government Advocate for the State on instruction submits that there is no possibility of allotment of land even to the Parties like the Petitioner involved herein, as for the decision of the Competent Authority, plots involving Baliyatra2022 are to be distributed on auction. 3.

Learned counsel for the Petitioner submits, over several decades, Institutions like Petitioner for their having no commercial use were allotted land free of cost. Petitioner-Institution appears to be a Heritage Institution all through showcasing the great history and culture of Odisha.

This Courts directs the Collector-cum-District Council of Culture, Cuttack, O.P.2 to appear in person before this Court today at 2 P.M. and file an affidavit indicating the Rules and reason of deviation from old and traditional dealing with Institutions like that of the Petitioner for allotment of plots, the total number of vacant plots by now and also disclosing that there has been no allotment of plot involving Baliyatra-2022 to any State Organisation or Voluntary Origanisation for the ensuing Baliyatra-2022. 5.

Place this matter today at 2 P.M.
