This matter is taken up through hybrid mode.

Mr. N. Biswal, learned counsel for the petitioner states that though the petitioner has approached this Court by filing the present writ petition challenging initiation of proceeding, but in the meantime the petitioner has retired from service. As such, the proceeding has not yet been concluded.

In view of the above submission, this writ petition stands disposed of directing the opposite party-authority to conclude the proceeding initiated against the petitioner as expeditiously as possible, preferably within a period of four months, if the same has not been concluded in the meantime.
