1. 1. This matter is taken up by hybrid mode.

2. The writ petition has been registered before this Court on 15.12.2021 after the Original Application was transferred upon abolition of the learned Odisha Administrative Tribunal, Cuttack.

4. On perusal of the available order sheets of the learned Tribunal, it is indicated that notices were issued on 3.7.2015 directing to file counter and the matter was never taken up thereafter.

5. It is submitted by learned counsel for the petitioner that though the petitioner has made some representation, those were supposed to be annexed as Annexure-4 series but inadvertently the same has not been annexed.

6. It is further submitted that long pendency of the matter has also not helped the petitioner in any manner and at present there is no up-to-date instruction to pursue the matter.

7. It is further submitted that the petitioner shall make representation before the authority for consideration of his grievance as mentioned in the O.A.

8. Learned Standing Counsel in response, submits that if any grievance is filed, the same shall be considered in accordance with law and disposed of in due time.

Having heard learned counsel for the parties, the writ petition is disposed of with the following observation : The petitioner, if so advised, shall make a representation afresh along with copies of representation filed earlier and documents sought to be relied upon by the petitioner for redressal of his grievance before the appropriate authority. The authority shall do well to consider the grievance of the petitioner and dispose of the same in accordance with law, as expeditiously as possible preferably within a period of four months from the date of communication of the certified copy of this order along with all documents.

The authority shall communicate the petitioner the decision that would be rendered within two weeks. It is clarified that this Court has not expressed any opinion regarding merits of the case in any manner whatsoever.
