It is agreed by learned Counsel for the Parties that the issue involved in this Writ Petition is analogous to O.A. No. 4339 of 2014 (Dibakar Nayak v. State of Orissa), which was disposed of by the tribunal vide order dated 05.04.2016.

Therefore, in view of the detailed reasons stated in the order dated 05.04.2016 passed by the tribunal in O.A. No. 4339 of 2014(Dibakar Nayak v. State of Orissa), this writ petition stands disposed of in terms of the said order.
