On perusal of the record, it reveals that the Petitioner has challenged the Memorandum of Charge dated 28.02.2003 in the year 2016, i.e. nearly about thirteen years after such Memorandum of Charge is issued. Thereby the Writ Petition suffers from delay and laches.

Be that as it may, since none is there on behalf of the Petitioner to prosecute this case, this Court in not inclined to entertain the Writ Petition, which is accordingly dismissed. Arun (DR. B.R. SARANGI) JUDGE
