This matter is taken up through Hybrid Mode.
Order No 2.
Heard learned counsel for the Petitioner and learned counsel for the Opposite Parties.

The Petitioner has filed the present Writ Petition with the following prayer:- "(i) The respondents be directed to regularize the services of the applicant from the date on which his co-workers (NMR-high skilled) were regularized in service i.e. 14.01.1000.
(ii) To pay the arrear salary to the applicant from 14.01.1999, from which date the respondents have paid the arrear salary to the co-workers and other service benefits which are available to the applicant.
(iii) Any other appropriate order (s), direction (s) may kindly be passed / issued to the respondents as this Hon'ble Tribunal considers fit and proper".

It is submitted by Mr. Dash, learned counsel for the Petitioner that in the meantime the Petitioner has come under the Control of Panchayatiraj & Drinking Water Department. 5.
In view of such submissions made by Mr. Das, Petitioner is permitted to make a comprehensive representation before the Secretary, Panchayatiraj & Drinking Water Department within a period of four weeks hence. Petitioner is also permitted to
// 2 // implead Secretary, Panchayatiraj and Drinking Water Department as Opposite Party No.3 to the Writ Petition. 6.
It is observed that if such a representation is filed within the aforesaid period, the Secretary, Panchayatiraj & Drinking Water Department, the Opposite Party No.3 shall do well to take a lawful decision on the same within a period of three months from the date of receipt of such representation. The order so passed be also communicated to the Petitioner. 7.
With the aforesaid observations and directions, the Writ Petition is disposed of.
