Heard learned counsel for the Parties.

In course of submission, it has been brought to the notice of this Court that for there is loss of File, the Authority is unable to proceed in the matter, which has also been intimated to the Petitioner through R.T.I. Application. In the event there is loss of File, nothing prevents the Competent Authority for re-construction of File taking help of the Petitioner. This Court here records the submission of the learned counsel for the Petitioner that the Petitioner will volunteer all documents available with him by providing a set of documents along with copy application, if any, for re-construction of the File. 2.

While expressing its anxiety in long pendency of O.L.R. Case No.501/2016-17, in disposal of the Writ Petition, this Court directs the Tahasildar, Sadar, Balasore, O.P.3 to dispose of O.L.R. Case No.501/2016-17 at least within a period of three months from the date of communication of this order. This Court records the undertaking of the learned counsel for the Petitioner that the Petitioner shall not indulge in adjournment tactics. (Biswanath Rath) Judge M.K.Rout
