This matter is taken up through Hybrid Arrangement (Virtual /Physical Mode).

Heard learned counsel for the petitioner as well as learned counsel for the State. Perused the record.

The present writ petition has been filed by the petitioner with the following prayers:
"The petitioner therefore prays that your lordships may graciously be pleased to quash the proceeding under Annexure-1 or conclude the proceeding in all respect and give promotion to the petitioner from the date of juniors were promoted with all consequential service and financial benefits within a stipulated time.
And pass such order/directions as this Hon'ble Court may deem fit and proper."

In course of hearing, learned counsel for the petitioner submits that the writ petition can be disposed by the authorities within a stipulated period of time. He further submits that the petitioner is going to be retired on 29.02.2024 and a direction may be given to the authorities to dispose of the appeal against the petitioner and his retiral dues may be given to him in time.

Considering the aforesaid submissions, this Court dispose of the writ petition by directing the authorities to expedite the disciplinary proceeding, which was initiated against the petitioner by providing opportunity of hearing to the petitioner and further it is directed that authority shall do well to conclude the proceeding within a period of four months from the date of production of a certified copy of this order and shall dispose of the case strictly in accordance with law without being influenced by any other factors. The decision so taken shall be communicated to the petitioner within a period of two weeks thereafter.

With the aforesaid observation the writ application stands disposed of.
Urgent certified copy of this order be granted on proper application.
