Heard Mr. K. Mishra, learned counsel for the petitioner. 3.

The petitioner has filed this writ petition seeking to quash the order dated 06.08.2019 passed by the Central Administrative Tribunal, Cuttack Bench, Cuttack in O.A. No. 260/472 of 2013 vide Annexure-1.

As it appears, though Odisha Administrative Tribunal, Principal Bench, Bhubaneswar passed the impugned order on 06.08.2019, but the petitioner has preferred this writ petition on 01.11.2021, i.e., after lapse of more than two year, which shows that the petitioner is not vigilant of his own conduct. 5.

Mr. K. Mishra, learned counsel for the petitioner prays that the matter may be disposed of on merit.

Such a contention is rejected. This Court is not inclined to entertain this writ petition at this belated stage, as the writ petition suffers from delay and laches, in view of the judgment/order of

this Court in the case of State of Odisha v. Surama Manjari Das (W.P.(C) No. 15763 of 2021 dismissed on 16.07.2021). 7.

Accordingly, the writ petition merits no consideration and the same is hereby dismissed.
