Heard Mr. S.B. Mohanty, learned counsel for the petitioner and Mr. S. Jena, learned Standing Counsel for the School & Mass Education Department.

The petitioner has filed this writ petition seeking direction to the opposite parties to include the Non-formal service from 1981 to 1991 towards qualifying service for the purpose of pension and pensionary benefits.

The petitioner has approached this Court long after his retirement seeking inclusion of the period from 1981 to 1991, for which the writ petition suffers from delay and laches. 5.
