Heard learned counsel for the Parties.

Even though this Writ Petition was filed in 2014 and as appears, there has been issuing of notice since 28.3.2014, no counter has been filed as of now. To avoid further delay in consideration of such issue, further as a decision is required in the first hand by the Competent Authority, this Court in disposal of the Writ Petition directs O.P.1 to treat the Original Application as a representation at the instance of the Petitioner and take decision as appropriate also keeping in view the recommendation of the C.D.M.O., Jajpur, vide Annexure-8 herein and conclude the proceeding at least within a period of two months from the date of communication of this order. A copy of this order along with copy of the Original Application be served on O.P.1 within ten days.
