1. This matter is taken up through hybrid arrangement.
2. Heard.
3. In this Writ Petition, the petitioner seeks a direction from this court to the Opposite Parties to sanction and disburse full pension to him with effect from 01.10.2007 onwards and also disburse the arrear of pension to him within the stipulated period. As it appears, the petitioner has retired from Government service on 30.09.07 and the Writ Petition has been filed in the year 2016 claiming sanction of the full pension and also disburse the arrear pension. In the meantime eight years have passed. Therefore, the Writ Petition suffers from delay and laches.

In that view of the matter, this Court is not inclined to entertain this Writ Petition at this belated stage, as the Writ Petition suffers from delay and laches, in view of the judgment/order of this Court in the case of State of Odisha v. Surama Manjari Das in W.P.(C) No. 15763 of 2021 dismissed on 16.07.2021.
5. Accordingly, the Writ Petition merits no consideration and the same is hereby dismissed.
