1.This matter is taken up by hybrid mode.
2.This matter has been transferred to this Court after abolition of Odisha Administrative Tribunal, Cuttack Bench, Cuttack. .
3. The petitioner has filed this writ petition challenging the so called guidelines issued by virtue of Resolution dated 03.02.2014 wherein the opposite parties has issued a directives under Clause 6.5 that MS Degree Holders applying for the post of Senior Resident must have completed 3 years of service as Asst. Surgeon out of which 2 years shall be post P.G.under Govt. of Orissa. Consequent to the aforesaid guidelines by the State Govt. S.C.B. Medical College, Cuttack made an advertisement wherein the last date of receipt of the application was mentioned to be 04.03.2014.

Since the matter is pertaining to the year 2014 and the selection process has already been over as per the advertisement issued by the Dean & Principal S.C.B.Medical College, Cuttack, the cause of action raised in this writ petition must have lost its relevance. Hence, the same has become infructuous.
5. However, liberty may be granted to the petitioner to approach this Court afresh, if any cause of action survives.
6. In view of the above, the WPC(OAC) is disposed of granting liberty as aforesaid.
7. Issue urgent certified copy as per Rules.
