Heard Mr. D.N. Rath, learned counsel for the petitioner. 3.

The petitioner has filed this writ petition seeking to quash the order dated 08.09.2022 under Annexure-13 and consequential order dated 21.10.2022 under Annexure-15, by which one Dr. Nalini Ranjan Bhuyan, Lecturer in History was appointed as Principal-cum-Secretary of Dadhibaman Jew +3 Mahavidyalaya, Bahadajhola in the district of Nayagarh with immediate effect, in pursuance of the order dated 25.08.2022 passed in W.P.(C) No. 18456 of 2022, W.P.(C) Nos. 10671 and 11658 of 2018, W.P.(C) Nos.8058 and 31202 of 2021.

As it appears, this Court, vide order dated 25.08.2022, passed an order directing the Addl. District Magistrate, Nayagarh to appoint a Principal-in-Charge of Dadhibaman Jew +3 Mahavidyalaya, Bahadajhola looking into the seniority, honesty and integrity from any of the Lecturers of the said college within a period of ten days from the date of receipt of the order. In compliance of the said order, the Addl. District Magistrate, Nayagarh passed an order appointing one Dr. Nalini Ranjan Bhuyan, Lecturer in History as Principal-cum-Secretary of

Dadhibaman Jew +3 Mahavidyalaya, Bahadajhola in the district of Nayagarh. The petitioner contended that she is the senior most lecturer and, as such, she is honest and her integrity is very clear. Therefore, while appointing Dr. Nalini Ranjan Bhuyan, Lecturer in History as Principal-cum-Secretary of Dadhibaman Jew +3 Mahavidyalaya, the Addl. District Magistrate, Nayagarh should have considered her case. If that be so, the petitioner is permitted to make a grievance before the Addl. District Magistrate, Nayagarh ventilating her grievance by way of representation within seven days hence. In the event the petitioner files such representation, the concerned authority shall consider the same and pass appropriate order in accordance with law by affording opportunity of hearing to the petitioner within a period of six weeks from the date of filing of such representation. 5.

The writ petition is accordingly disposed of. Issue urgent certified copy as per rules.
