1. For the reasons stated therein, the application for restoration is allowed. The order dated 9th July, 2021 passed by this Court in W.P.(C) No.31122 of 2020 is recalled and consequently, the said writ petition is restored to the file.

3. The CMAPL is accordingly disposed of.
