This matter is taken up through Hybrid Arrangement Order No.

(Virtual/Physical Mode).

Heard learned counsel for the Petitioner as well as learned counsel for the State-Opposite Parties.

The present writ petition has been filed by the Petitioner with the following prayers:

"Under these circumstances, the petitioner most respectfully prays that this Hon'ble Court may be graciously pleased to issue a writ or writs in the nature of writ of "mandamus" directing the Opp. Parties more particularly the Opp. Party No.1 to review the D.P.C.- 2020 and to recruit the petitioner for the post of Odisha Revenue Service (ORS) (Group-B) by way of promotion as per the advertisement/notification made on 18.11.2020. And pass any other writ/writs, order/orders, direction/directions as would be deemed fit and proper which would give complete relief to the petitioner."

It is submitted by learned counsel for the Petitioner that although the Petitioner has filed representation dated 24.08.2022 before the Opposite Party No.1-Principal Secretary to Govt., Revenue and Disaster Management Department, Odisha, Bhubaneswar under Annexure-4, but the same is still pending before the said Opposite party and the said Opposite Party has not taken any decision as of now.

Learned counsel for the State submits that he has no objection, if a direction is given to the authority concerned to consider the grievance petition of the Petitioner in accordance with law within a stipulated period of time.

Considering the submissions made by the respective parties and the limited nature of grievance of the Petitioner, this Court dispose of the writ petition at the stage of admission with a direction to the Opposite Party No.1-Principal Secretary to Govt., Revenue and Disaster Management Department, Odisha, Bhubaneswar to consider the representation of the Petitioner under Annexure-4 in accordance with law within a period of eight weeks from the date of production of certified copy of this order. The Opposite Party No.1 shall do well to dispose of the representation of the Petitioner under Annexure-4 by passing a speaking and reasoned order. Any decision so taken on the said representation shall be communicated to the Petitioner within a period of two weeks thereafter. 7.

Urgent certified copy of this order be granted on proper application.
