It appears that the petitioners have not included all the persons those who are parties before the learned Court below. Therefore, the Writ Petition is defective one for non-joinder of necessary parties.

In view of the above, Mr. S.K. Joshi, learned counsel appearing for the petitioners wants to withdraw the Writ Petition. 5.
