This matter is taken up through hybrid mode.

2. The writ petition has been registered before this Court on 11th August, 2021, after the original application was transferred from the learned State Administrative Tribunal, Bhubaneswar upon its abolition.

On perusal of the available order sheets of the learned Tribunal, it is indicated that the matter was never taken up/pursued after 31.10.2018.

The O.A. was filed in the year 2013 by the petitioner/applicant who was aged about 55 years, working as Amin on deputation basis in the office of Special Land Acquisition, Rehabilitation and Resettlement Officer (Spl. LAR & RO), At/PO- Talcher in the district of Angul, challenging the order dated 23.03.2013 (Annexure-8) passed by opposite party no.1 giving promotion to the Amins of Water Resources (Command Area Development) Department as Surveyors.

It is submitted by the learned counsel for the petitioner that he has no up-to-date instruction to pursue

Learned Addl. Standing Counsel submits that in view of the nature of grievance raised in the O.A. i.e., challenge to a order of promotion, nothing would survive after lapse of nine years of filing the O.A. and for the fact that the petitioner would have retied on attaining age of superannuation in the year about 2018.

Having heard learned counsel for the parties, the writ petition is disposed of for lack of up-to-date instruction from the petitioner to pursue the matter at present, granting liberty to revive the same within sixty days for any surviving cause of action.
