Heard Mr. P.K. Nayak, learned counsel for the petitioner and Mr. H.M. Dhal, learned Additional Government Advocate for the state. 3.
The petitioner has filed this writ petition seeking to quash the notification vide Annexures-2 and 3.

Mr. H.M. Dhal, learned Additional Government Advocate raises the preliminary objection with regard to the maintainability of the writ petition as the writ petition has been filed by the son-in-law, who is not the land owner. 5.
In view of the above, learned counsel for the petitioner seeks for withdrawal of the writ petition with liberty to file fresh writ petition with better particulars by the competent person.
