This matter is taken up through virtual/physical mode. 2.

The Original Application No.3048 of 2013 was filed before the State Administrative Tribunal, Principal Bench, Bhubaneswar. After its abolition, the same has been transferred to this Court which is renumbered as W.P.C.(OA) No.3048 of 2013.

Heard Mr. Mohanty, learned counsel for the Petitioners and Mr. Pattnaik, learned Standing Counsel for the School & Mass Education.

The Petitioners being trained graduates question the action of the Opposite Parties with regard to promotion from the post of Elementary Service (Level-IV) to Level-III in terms of Orissa Elementary Education (Method of Recruitment and Conditions of Teachers and Officers) Rules, 1997 as amended vide Amendment Rules, 2009.

Mr. Mohanty, learned counsel for the Petitioners submits that he does not have up-to-date instruction in the matter.
