1. The matter is taken up through hybrid mode.
2. None appears for the petitioner.
3. The petitioner has filed the O.A. being aggrieved by the orders dated 21.09.2013 and 25.11.2013 under Annexure-4 and Annexure6, respective since the orders are not passed in conformity with the Government policy.
4. Since the matter was filed in the year, 2013 and in the meantime, by efflux of time, the cause of action seems to have lost its significance. In view of such facts, the writ petition is disposed of as infructuous.
5. The petitioner is at liberty to approach the Court afresh, if any cause of action survives.
