1. The matter is taken up through hybrid mode.

2. The petitioner challenges the order of the authority for not allowing him to join in the post of Primary School Teacher, which violates the order passed by the Government.

3. The case was filed in 2013 and by efflux of time, there seems no cause of action surviving. Hence, the writ petition is disposed of as infructuous.

5. The petitioner is at liberty to approach the Court afresh, if any cause of action survives.
