Heard learned counsels for the Parties.

The present writ petition has been filed by the Petitioner for payment of rehabilitation / ex gratia compensation under National Highway Circular dated 10.04.2017. The prayer of the Petitioner in this writ petition is for issuance of a direction to the Opposite Parties to consider the claim of the Petitioner as per the N.H.A.I. Circular dated 10th April, 2017 in para-3(c)(ii) under Annexure-1 series, for payment of rehabilitation / ex gratia compensation for the structure / house of the Petitioner which has been demolished for expansion of the National Highway-200.

Regard being had to the facts and submission and the nature of relief sought for, this writ petition is disposed of directing the Petitioner to file a detailed representation before the Competent Authority-cum-Land Acquisition Officer, NH-200, Dhenkanal
// 2 // (Opposite Party No.2) within three weeks from today. If such a representation is filed by the Petitioner, the same shall be considered and disposed of by Opposite Party No.2 in the light of para-3(c)(ii) of the National Highway Authority of India Policy Circular dated 10.04.2017, by passing a reasoned order in accordance with law. The entire exercise shall be completed within a period of four months from the date of filing of the representation by the Petitioner. 5.
As restrictions due to resurgence of COVID-19 situation are continuing, learned counsel for the parties may utilize a printout of the order available in the High Court's website, at par with certified copy, subject to attestation by the concerned Advocate, in the manner prescribed vide Court's Notice No.4587, dated 25th March, 2020, modified by Notice No.4798, dated 15th April, 2021, and Court's Office Order circulated vide Memo Nos.514 and 515, dated 7th January, 2022.
